Nottingham Annual Monitoring Report December 2006 The 2nd Annual Monitoring Report (AMR) runs from 1st April 2005 to 31st March 2006. The AMR is part of the Local Development Framework. It assesses the implementation of the Local Development Scheme (LDS) and the extent to which policies and objectives in Local Development Documents (LDD) are being successfully implemented. LDDs include: Statement of Community Involvement Development Plan Documents (DPDs), which include: Core Strategy, Action Area Plans, Site Specific Allocations, Joint Waste Core Strategy, Joint Waste Site Specific Policies, Supplementary Planning Documents (SPDs) The AMR monitors against the "saved" Nottingham Local Plan (NLP) adopted in November 2005 and the Joint Structure Plan adopted mid February 2006. Many key ongoing policy areas are starting to be implemented successfully, for others there is no clear evidence at this stage to say that they are not being implemented. The effectiveness of their implementation will be highlighted in future reports. The AMR recognises that a key objective of the new planning system is that LDDs will be "spatial" rather than purely land-use plans, and will embrace wider social, environmental and economic objectives. The AMR is in line with relevant guidance ie the LDF Monitoring: Good Practice Guide, PPS12, and the Companion Guide, Creating LDFs, and is intended to be both dynamic and systematic.

This Statement of Community Involvement (also known as the SCI) sets out Nottingham City Councils policy for involving communities in the planning process. It sets out how and when the Council will involve local people in the preparation of planning documents and in considering applications for planning permission. This Statement is intended to ensure that Nottingham City Council considers how it will involve communities and benefit from their knowledge and expertise. The SCI forms part of the Local Development Framework (LDF) for Nottingham, which is the set of documents that contains all the planning policies and guidance for the area. In order to guide our approach to consultation, we have developed a 'vision' for community involvement, which states simply what we hope to achieve. We have also set out several 'principles' that provide a framework for how we will involve people in the planning system.
