UPRN 

The unique property reference number (UPRN) uniquely identifies each property or land parcel. The UPRN is a 12-digit code assigned to a property by the local authority as part of the street naming and numbering process. 

Property Name & Address 

This is the common name used across Nottingham City. If the land or property has no unique name, a location description is used, such as “land at rear”. Nottingham City uses the street name found in the address gazetteer. 

UK Postcode 

The postcode as defined in the postal address file for any given address.

GeoX and GeoY 

The GeoX and GeoY are the map reference coordinates; these refer to the location of the land and property and are usually the centre point of the asset location (the centroid). The map references OSGB36 - version of northing and easting. Further information can be found here: http://en.wikipedia.org/wiki/Ordnance_Survey_National_Grid.

This data shows a variety of Fixed Penalty Notices (FPN) issued for Enviro-Crime e.g. Littering and Dog Fouling etc. This data is updated quarterly.

Fixed Penalty Notices are issued for a number of Enviro-Crime offences. By paying the Notice then liability has been discharged, and the matter is considered to be closed as follows:

  • Littering – Maximum court fine of £2,500.00 - FPN - £75.00 reduced to £50.00 if paid within 10 days
  • Graffiti – Where damage is less than £5,000.00 – Maximum court fine £5,000.00 and/or up to 6 months' imprisonment - FPN £75.00
  • Distribution of free printed material – Maximum court fine £2,500.00 – FPN £75.00
  • Abandoned vehicles – Maximum court fine £2,500.00 and/or up to 51 weeks’ imprisonment – FPN £200.00
  • Repairing a vehicle on a road – Maximum court fine £2,500.00 – FPN £100.00.
  • Vehicles for sale on a road – Maximum court fine £2,500.00 – FPN £100.00 • Trade Waste – Maximum court fine £5,000.00 – FPN £300.00

If payment is not received, then the Authority may prepare a case for prosecution which would be referred to Council’s Legal Services team to take forward to prosecution.

It should be noted that there is no formal appeal procedure for any of the above offences, the only way in which to appeal the issuing of the FPN is via the Magistrates Court. However, Nottingham City Council is willing to consider any mitigating circumstances which are received.

In regard to Fixed Penalty Notices being cancelled there are a variety of reasons e.g. due to mitigating circumstances provided by the appellant e.g. for medical reasons.

Where a case is shown to be written off this is due to the case being proven at the Magistrates Court.

Note: Where a single notice has been served on an address on a given date the nuisance 'author'/source may be either a business premises or a residential property with a single occupant. Where two Notices are served on an address on a given date it is likely to be a residential property with two adult occupants, or a business. This data shows the date, location and amount paid/outstanding in relation to static and bus lane Penalty Charge Notices. This data is updated quarterly.

Penalty Charge Notices for static contraventions are issued at either £70.00 for higher rated contraventions or £50.00 for lower rated contraventions.

If the Penalty Charge Notice is paid within 14 days from the date of issue of the Notice, then 50% discount is accepted i.e. £35.00 and £25.00 respectively.

If the Penalty Charge Notice is not paid, then it will revert to the original amount and if still not paid it will increase by 50% to £105.00 and £75.00.

If no payment is received the Notice will be registered as a debt at Northampton County Court which will incur an additional cost of £9.00. The amount outstanding will then be £114 and £84.00.

If no payment is received, the case will then be referred to the Enforcement Agents for collection who will add their fees in accordance with legislation. Please note that any Penalty Charge Notice registered as a debt prior to 30th September 2021, incur a charge of £8.00 therefore, the outstanding amount for these will be £113 and £83.00 respectively.

If not paid, the Notices will be referred to the Enforcement Agent for collection who will add their fees in accordance with legislation.

In respect of Bus Lane contraventions from 31st May 2022 the Penalty Charge Notice is issued at £70.00 but if paid within 21 days from the date of service of the Notice the discounted amount of £35.00 will be accepted.

If no payment is received it will revert to the original amount and increase by 50% now outstanding at £105.00. If no payment is received, then the Notice will be registered as a debt at Northampton County Court which will incur a cost of £9.00. Please note that any Penalty Charge Notice registered as a debt prior to 30th September 2022, will incur a £8.00 charge therefore the outstanding amount for these will then be £98.00.

If not paid, the Notices will be referred to the Enforcement Agent for collection who will add their fees in accordance with legislation.

Nottingham conducts nitrogen dioxide monitoring as part of the Environment Act 1995: Part 3 Local Air Quality Management process: to determine compliance with the National Air Quality Objectives, and check that measures to reduce emissions of nitrogen dioxide are working.

Nitrogen dioxide monitoring (non-automatic)

This dataset contains monitoring information and Eastings and Northings for Nottingham City Council's (monthly exposed) nitrogen dioxide diffusion tube monitoring programme. All values are expressed as ug/m3.

Monitoring is carried out by exposing a grid coated with a chemical sensitive to nitrogen dioxide for a period of a month. The tube is then returned to the supplying laboratory for analysis. Tube data is provided 15 months in arrears due to the need for a correction factor to be applied by comparing data between a real time analyser and three collocated diffusion tubes.

 Nitrogen dioxide monitoring (automatic)

This dataset contains monitoring data from Nottingham City Council's nitrogen dioxide automatic monitoring equipment located at Carter Gate, St Andrew's Road (both within Air Quality Management Area (AQMA) 2) and Lace Street (within AQMA 3).

Monitoring is carried out continuously throughout a 24-hour period (except for a daily automatic zero-span calibration check typically between 0100 and 0200, and a manual calibration performed once every two weeks). The monitoring data is reported as ratified data i.e. it has been 'scaled' using calibration data to ensure its accuracy. All values are expressed as ug/m3.

The Environment Act 1995 placed a statutory duty on Local Authorities to undertake assessments of air quality in their areas and; where air quality did not meet or was predicted not to meet specified air quality objectives (AQOs) to declare air quality management areas (AQMAs).
